You can adjust the idle air control valve on a 1992 1500 truck while it is just idling. This is done if the truck is idling too fast or too slow. It will help the truck run better.
If you include the torque converter 12 Qt. if just changing the filter then should be 5 - 6 Qt. fill according to dip stick with truck idling

it sounds most likely to be an electrical problem.
It is up inside of the drivers side frame rail just behind the cab. You will have to lay up under the truck and look up in the frame to see it.
Probably both or all four depending on what motor you have are just before and just after the catalytic converter.
