Most likely, industrial runoff or other forms of pollution have lead to eutrophic conditions (too much phosphate, nitrate, or other chemicals in the water), which were a perfect environment for overgrowth of cyanobacteria (algae). Certain species of cyanobacteria produce toxins that can kill animals (including fish and humans), which killed the fish in the water.
