First you need to get all 8 Johto Badges, then beat the Elite Four. Once the credits are over, you can take the ship from Olivine to Vermilion City in Kanto. When you get to Cerulean City, Misty is below where Bill's house is with a strange guy she's apparently on a date with. When they see you, the guy runs away, Misty gets mad and confronts you. Then you're able to battle her at her Gym for the Cascadebadge.
