Well, when a mommy wolf and a daddy wolf decide their combined genetics would be beneficial to the continuance of the wolf race, the daddy wolf mounts the mommy wolf from behind, thrusts a few times until his organ is sufficiently engorged to 'tie' itself to the mommy wolf, at which point they usually stand rear-to-rear for a few minutes until the swelling goes down and the tie can be broken. A few months later, baby wolves come out of the mommy wolf and she raises them away from the daddy wolf until such a point as she believes they are old enough for contact with other adult wolves. Other than that, I don't really understand the question. In reference to the Twilight series, the process is almost exactly the same, except that the question of genetic proficiency is apparently decided by the phenomenon of imprinting, but that is a trait specific only to descendants of the Quileute line, and so has very little to do with making wolves so much as it does with making 'were'wolves.
