Unless you possess even basic engineering knowledge on submarine construction and operational principles, it's easier to just buy one. There are many RC controlled boats on the market, and they're relatively inexpensive - at least compared to the cost of designing and building one of your own. As a former submariner myself with that kind of knowledge, I wouldn't do it myself - too much involved.
Remember that there's not much engineering involved in getting a submarine to sink - that's the easy part. Getting it to surface again is the trick.
