Builders, or architects, are usually hired by someone to build something, so they do not really have to decide what to build or where to build it; they merely have to accept an assignment.

As for the people who hire builders, they have various economic criteria for deciding what they want to have built. Essentially they are responding to the famous law of supply and demand. If there is a demand for housing, build housing. If there is a demand for office space, build office buildings. And so forth.
