first you need the azure Flute from an event (or cheat/hack).then go to the to mt. cornet and once your at spear pillar step on the middle of the tile with a flute on it.next the flute will start playing and stairs will apear.walk up them and arceus will be at the top.Be ready hes lvl 70.
