You press CRTL - SHIFT - C, type in testingcheatsenabled true, then you hold SHIFT and click on your spouse and choose 'Add to active family'. Then he/she will move in with you and you can play as him/her. You can also do this with any Sim in the game. But you have to remember that there can only be 7 to a household.
