Easy; Use any available wire cutting pliers to cut the wire!
It may be easier to remove the fuse for it instead, if your purpose is to remove the horn.
On a 1994 Buick Skylark, the horn relay is located behind the dash and to the left of the steering wheel. The horn relay is comprised of three wires.

Disconnect the electrical connector right horn Remove the splash shield from under the fender. Remove the bolt to horn bracket from under the facia. Disconnect the electrical connector
Locate the horn behind the front bumper on the driver's side.. Unplug the electrical connector to the horn. Remove the horn mounting bracket bolt. Remove the horn.

It sounds like it's near the driver's side in the engine compartment.
It could be your courtesy light fuse. See my answer on horn blowing continously. It is really hard to explain what the problem is.
