As a child, speak to King Zora. Then go into Lake Hylia. If you dive underwater near the tunnel entrance to Zora's Domain, there's a message in a bottle. Show the message to King Zora and he'll scoot to the side. Pass through that hallway and Lord Jabu-Jabu the whale is outside.
As an adult, Zora's Fountain is frozen over. Lord Jabu-Jabu is gone, possibly killed by the Gerudo.
