You must reach Level 60 in order to fly a mount. However, if you are a Druid, you learn flight form at Level 58. At Level 60 you will get an automatic quest instructing you on where to go to learn how to fly.

Currently they (Blizzard) are deciding on exactly which mounts will be account wide. Therefore, any list that someone could give might just change the next day. From what available information that is around, mounts like the PVP mounts will not be BoA.

To my knowledge, this is specific to the Night Elf cat mount, purchased from the mount vendor in Darnassus. If you still have one of the old Mount models (from classic WoW, before they changed them) you can trade in your old model mount for a new model. However, in Wrath mounts are now learned as spells, not kept in inventory - so it may no longer be possible to do this. Also, the mounts are considered "rare collectibles" so trading them in would be a waste since you can simply buy the new mounts with gold. Otherwise, mounts you have learned cannot be traded for new mounts.
