u must first have had charmander as ur starter, then u must have gotten the national dex, AND given the ruby nd sapphire to celio. then u can start to get it, but u must follow this exactly: first go to the patch of grass just north of viridian city, the one near the building that leads into viridian forest. then run around in it until u have found 5 five wild pokemon, or even suicune before it, but after five go into the building, and then out again into the grass. repeat this until u get suicune. it does work because i have gotten entei and raikou from this =]
