You'll need to obtain the Mega Stone called Gardevoirite, which can be obtained from Diantha's Ralts when she trades it to you (X and Y) or break the rocks between Rusturf Tunnel and Verdanturf Town, then go into the house where the girl lives in Verdanturf Town. (Omega Ruby and Alpha Sapphire) Attach the Gardevoirite to your Gardevoir, then go into battle. A new button will appear called "Mega Evolve". It'll Mega Evolve Gardevoir before it uses its move on its turn.

Capture a Ralts and level it up to level 20 to get Kirlia then keep training Kirlia to level 30 to get Gardevoir.

I think you maybe able to catch Kirlia somewhere in the wild and then just level the Kirlia to level 30 to get Gardevoir faster. But I don't know which route you can catch a Kirlia on. I am sure you can catch one in the wild.

The routes and Pokemon depend on which Pokemon Version you are playing but I know in Diamond, Pearl and Platinum for DS and Pokemon Emerald and Ruby you can catch Ralts and maybe Kirlia in the wild and level them up to 30 to get Gardevoir.

To catch Ralts, go to Petalburg City, go right, and you should see two trees next to each other, but the tree on the right is lower than the tree on the left, there should be a bug catcher next to the lower tree, in the patch of grass below those trees is the easiest way to get ralts. Train it to level 20, for Kirlia, then level 30 for Gardevoir.

You can't because it depends on the gender of the pokemon. If it's female it evolves to garbedore if male it evolves to Gallade.
