On blue red you get it at level 7 through the mew glitch. If u want a level 100 one easy, use growl 6 times in the slowpoke battle. After that kill a weak Pokemon on route 1. Do not get more than 64 xp. In that battle use mew. It will go from lv.1 to 100.
