Well, first you have to of completed the wind temple and talked to the minish in lake hylia after you fly there with the wind ocarina. So, fly there, talk to the minish, go to the library, and then go up the stairs to the guy who is crazy. Then go outside and shrink. Then come back in and talk to the minish near the guy. Then start helping the library until you have to get the second book. Now make sure you have some water in a bottle and pour it over the fire. Then change into a minish and go in the fireplace and go to the house. (Not the mushroom type house) Then, go out the other side and go to the cats and pass them and then go through the hole in the water place. It's in there if you go right and then go forewards until you come to the monsters in a room with all doors closed. Kill them and open the chest. YOU HAVE FOUND THE POWER BRACELETS!

How do you get the second book in minish cap?
The 2nd book is in the Scholar's house (near the builder's log cabin). to get into the house talk to the librarian in charge of bringing books back. the scholar should then let you in. get some water in a bottle and put out the scholar's fire. go to the builder's log cabin (beside the river above the broken bridge) and become a minish. go out of the cabin and go into the scholar's house. Go up the chimney and then go through the house with the funny looking man. go across the plank over the river and to the maze thing with the cats. try to avoid these cats coz they hurt you. go through the maze thing and climb down the shoot to the fountain. kill all the monsters and solve the puzzles to get the power bracelets. go back to the scholar's house and move the wardrobes so that you can go upstairs. go up and suck all the dust up and some splitting tiles should appear. split in 2 and stand on the book in the top left corner. there should already be a minish standing on it. when you stand on it it will fall down (and so will you). become normal sized again and go into the house. collect the book and go to the library. give the book back and there you go. hope I've helped.

If i remember correctly your refering to the book to get into the desert. It's in kakariko village look for the house with a feather symbol on the front of it and go in. You'll see the little green book on top of a book shelf, simply run into it with your nifty running boots and its your. ^^
