The most effective way is with an infant nasal aspirator. These are available through almost every respectable chemists and are not expensive. They are merely a small bulb with a small suction tube attached.

Gently circle inside the infant's nose, squeezing the bulb before you enter, then allow the suction to vacuum out the congestion. Repeat as required.

It's important that you disinfect the bulb, using hot water and a small amount of anti-bacterial hand or liquid kitchen soap, to clean the tip and ensure all mucus is washed out of the bulb. Failure to do so can result in continual reinfection of your baby.

Under no circumstances should you consider using cotton-buds, (aka Q-Tips), for such a purpose as it's possible to damage the inner lining of the nostril and in some cases, even cause the stick to become lodged between the naval passage and throat. If you're temporarily unable to get the suction bulb until the following morning, try wrapping tightly into a point, the corner of a facial tissue. Use the tissue to skim the inner areas of the nose and passage. You will need to recreate making the twisted tissues several times in order to evacuate a sufficient amount of mucus.

Whilst doing this procedure, consider placing a few drops of Eucalyptus into a cup of hot water and setting it near enough to your baby where the steam can reach her, yet safely far enough away that she cannot reach it and cause herself scalding or skin irritation.
