Check to see if it has oil first. Is the pump piicking it up? If not it may need to be primed by opening the bleeder screw on the oil pump. It may be a clogged filter also. The filter is located on the outlet line of the oil tank. Shut off the spigot and then check the filter. These are the simple troubleshooting tips to start with.
