Before the testator dies, usually not. After death, yes, and it is often required to be filed in the local (county) probate court within a short time, where it becomes a public record to which anyone is "entitled to have a copy".
I believe if you look up the Dept. Of Licensing for your state you can see what tickets you might have that are preventing you from getting your license back. I'm not 100% positive on that. However, you can always go to the D.O.L and ask them for a copy of your driving record and they will provide you with one.
