You cannot forcibly move the cones by yourself. The cones will move randomly aside on a weekday after 8 p.m. Other than waiting for the cones to move every day in the city, there is no other way to move the cones.

It isn't very exciting, but you get a rare silver shovel so it is worth checking to see if the cones ave moved every so often.
