One way you can help is to take a campaign or make posters, protesting against animal abuse, take care of your environment, don't litter, it may take a long time, but you may get through to people.
You can call your local animla control, animal shelter or even non emergency police if you know of abuse going on and these agencies can guide you in the direction you need to go in.
If you have contacted Animal Control but they have not responded, you can call the police and perhaps they can contact Animal Control for you, or tell the police that Animal Control hasn't come out to take care of the dog.
