It depends upon the surface. I have used Mr Clean Magic Erasers to remove ink from counter tops and such.
To remove silk wraps from your nails immerse them in a bowl of acetone for about 20 mins. You should then be able to clean them off with some cotton wool. Then wash and dry hands and moisturise.

When ink is washed off during the paper recycling process it is ready to be used again. The steps of recycling is bring in the papers, sort the papers, soak and heat the papers until they become pulp which will separate the ink, remove all glue and old ink from the paper and then is ready to be used again.
Try milk and dab it on let it sit for a while, then sponge off with clear water.
Assuming you mean ball point ink: Wrap a cotton cloth around your fingertip. Spritz the ink mark with ordinary hair spray. Rub it off immediately and thoroughly. Repeat if necessary. That will usually do it.
Press and hold, then drag it to the top where it says "remove".
