Generally speaking, a license is something you MUST have in order to lawfully do a particular activity. It's almost always issued by a governmental body.

Certification just means somebody gave you a certificate. The question you should ask when you see "certified" is "certified by whom"? If someone is certified by Joe's Certification Agency (Motto: "If your check clears, you're certified") it doesn't mean much.
