Yes, they were warned too well, you might say. Almost the entire East Coast was under a hurricane warning at some point because Floyd was very difficult to predict exactly were it would recurve to the north. If it recurved any later, it would have struck different parts of the East Coast. As it happened, it just hit eastern NC and was weaker than expected. So people knew well out in advance that this storm was coming, but the forecast was not particularly good (nor easy, of course) for its exact track and intensity.
People find a safe place as per weather forecast for a hurricane before the Hurricane strikes at that place.
Meteorologists use rain gauges to measure the amount of precipitation that falls during a storm. These gauges are designed to collect and measure the volume of rainwater that accumulates in them. The data from rain gauges help meteorologists to accurately report the amount of rainfall in a particular area.

Taping your windows will do nothing to help preserve your windows or stop them from shattering against hurricane winds. Most windows of today though, are made with acrylic coating so that if a window does shatter, the pieces of glass don't have as many sharp edges. Instead of worrying about taping windows, I'd spend my time on more important preparations for a hurricane. Most people board up their windows before a hurricane rather than taping them.
