Unfortunately, there is no demand in the market for petite models, which is why it is much harder for models in this field to find work. Right now the demand is for plus size models, which reflects the growing trend of women's dress sizes getting larger, hence the need for the appropriate kind of models. Short models exist, they are just not in demand at the moment.
