When you talk about output control in a company, the managers only look at the result a single person has delivered to them. In that case it doesn't really matter how many days they've taken off or how many times they've left early, it's the result that matters.

When you look at behavior control, the managers in a company look at the behavior of a person within the company. How much effort they are putting into the project, how many times they work late to finish something, how they behave around their coworkers and motivate them. This also focuses on the individual effort, if the project fails the company knows that the employees have tried their best.
