Penguins attack there pray just because they wanna eat and the attack by their small wings and webbed feet.

.

Answer 2 Penguins fish with their beak. They generally swallow small fish whole. They will, when pushed, beat a human with their flippers, (I know) but this would not be a good food capture technique.

In the sea penguins are extremely agile, and flying is the best descriptor of their under water locomotion. Their propulsion is by their webbed feet, and the flippers enable acrobatic manoeuvres. They can twist their body and catching small fish is not difficult.
