It is actually very hard to tell, but you can tell the general mood by a person's eyes, facial expressions, posture, gesticulation, etc.
Ex. if a person is jealous, he/she might be looking at something with an intent stare. When people want something, they want it right away.
Ex. if a person is bored, he/she might be looking around at his/her environment. The lack of something interesting causes the brain to usually look for something interesting.
Most people cannot actually tell what others are thinking. The empathic accuracy for strangers is usually 10%, friends/family being 30%, and almost nobody getting 60%.
People have a section in their brain that is used specifically for thinking like others. That section only develops fully (or sort of developed) when they're an adult. People with autism have problems with this section of their brain.
People are ALWAYS constantly thinking, either you know about it or you are doing it subconciously.
Some people have an uncanny ability to be able to somehow know what others are thinking, and so to them, yes it is. However, to others, because there is limited, if not no scientific proof, they won't believe that it is possible.
