I have the game and all it is, really it's like normal sims but you can't control the pets you can just interact with them. It gets really boring after a while
Unfortunately you don't receive any town with sims 2 pets. Also I wouldn't recommend buying the sims 2 Pets, the pets are quite boring to interact with and they just destroy your furniture and make holes in the lawn. Not worth the money.

It depends on how high their relationship is, if they both have good chemistry and have a crush or are in love you should be able to propose, if not have them interact with each other as much as possible to build their relationship.
There is no such thing as The Sims 2: Pet Stories. There is The Sims Pet Stories which is a game by itself and then there's The Sims: Pets which is an expansion for The Sims to give the game the ability to create pets. If you want the pet expansion for The Sims 2 it's called Unleashed.
The pets you have may not have a bond, so they don't like each other. If they do like each other you have to be one of your Sims, then click on the dog/cat. You would then click on "Try for puppy/kitten with..." and the the names of your pets that can have puppies with him/her. Hope that helped!

Make both cats like each other and then fall in love with each other. get them some sort of bed and they should do on there own. OR: You can take control of one of the pets and make it breed with the other pet.
