You need a DVD-RW disk to burn the Windows Movie Maker file to before it can be played in at DVD player.
Movies purchased from iTunes cannot legally be put on a DVD for viewing on a TV. They can be stored on a DVD as a backup copy but this will not play on a DVD player. (See links below)

A DVD-R is a type of disc. It does not contain any data when purchased, and it does not dictate what type of data is put on it. Assuming the data on it can be "watched", you could either put it in a standard DVD player (if burned as a movie DVD) or double-click the files on it on your computer.

You put it in the drive of a DVD player and then watch it. Of course its not quite that easy. Unless it's a portable DVD player you have to have a monitor to play it with.
