A halo indicates cirrus clouds are moving overhead, and cirrus clouds often precede the warm sector of a winter storm, which is where steady precipitation occurs. With that said, it is no guarantee that it will happen, and precipitation may be in the form of ice or rain as well.
Clouds are in earth's atmosphere. Clouds form whem moisture in the air condenses, and usually conditions mnear the gcround are too warm for moisture to condense. Instead, clouds form at higher altitudes where it is cooler.

The air (warm) comes down and takes moisture, rather than releasing it through condensation, which means less clouds form, because clouds are essentially just rain and there is no rain because it's in the anticyclone
