Quite simply, a fuse limits the current which can flow through a circuit. If a device contains a 13A fuse, then the metal will melt when a current of 13A (to within a specified error) flows through it. When the metal has melted, the circuit is broken and so no current flows.
The metal is encased in an inert gas or vacuum, to prevent decay over time and burning under high currents, which would be less predictible than melting. Different types and thicknesses of wire vary the fuse's current rating.
In many applications, fuses have been superceeded by various types of sure-arrester and trip-switch, which are usually resetable (do not require replacement) and may act faster, more reliably, in diferent ambient temperatures or be remotely monitored etc...
Check your fuses. Sometimes it is just that simple.

If there are no blown fuses in your Lincoln ls, then there could be a short in the wires causing your power locks to not work.
