These sites usually have people watching the games and entering events as they occur. These updates then go to the database. Finally, some JavaScript or application (applet) running in the client's (viewer's) browser periodically polls the database for any updates, and displays them as soon as they are downloaded.
The server will usually use PHP, ASP.NET, PERL, or another server-side scripting language, or perhaps a C or C++ application running on the server to process updates, query the database, and return information via HTTP to the viewer.
