There are not 51 states. There are only 50 states and one district, which is not a state, the District of Columbia (Washington, DC).
There is not now, nor has there ever been such thing as the 'American' flag. Continents do not have flags. Each country has its own. Should you mean the US flag then see the related question below.
Originally there were 13 stars and 13 stripes, representing the 13 states. This increased to 15 stars and stripes, and was then changed to have one star for each state, but just 13 stripes for the original 13 states. Unverified accounts have George Washington saying that the stars represent the heavens, the red stripes represent England, and the white stars represent liberty, and the separation from England.

There are currently (as of August 2016) 50 stars on the American flag and thirteen stripes for the thirteen colonies.Note: At one time they added stripes along with the stars - the Star Spangled Banner that flew over Fort McHenry had 15 stripes. The 15-star, 15-stripe flag was authorized by the Flag Act of January 13, 1794, adding 2 stripes and 2 Stars. The regulation went into effect on May 1, 1795. This flag was the only U.S. Flag to have more than 13 stripes. Realizing that the addition of a new star and new stripe for each new State was impractical, Congress passed the Flag Act of 1818 which returned the flag design to 13 stripes and specified 20 stars for the 20 states. All US flags since then have stuck to the rule of 13-stripes and 1 star for each state.

The colors are red (7 stripes) and white (6 stripes). The field containing 50 stars is blue. The 13 stripes represent the original 13 colonies, and the 50 stars represent the current number of states (which changed over time as states were added).

The American flag contains thirteen horizontal stripes of red and white from top to bottom, starting and ending with red. Additionally, the union on the upper left-hand side has a blue background with fifty white five-pointed stars. This design was credited to Robert G. Heft in 1958, who designed the flag as a school project and also submitted a proposal for a 51-star flag.
