Well, from what i have gathered so far (almost to the end of the book) is:
1) He always thinks hes right
2) He doesn't follow the rules, but punishes others harshly
3) Wants to be all powerful
4) Finds someone to blame (usually Snowball)
etc.
Basically i would say:
Hypercritical, bumptious, mean, harsh, uncaring and powerful, clever (but not in a good way)

- They will not march every sunday morning past a boars skull.
- The white hoof and horn on the green flag will be removed.it will be a plaingreen flag from now onwards.
- Animal farm is changed into manor farm.

∙ 11y agoDepending on what decision implied in the question, the animals are shocked to realized that Napolean wants them to start completely over on the building of the windmill even though they are worn down and it is cold out.
