Yes. The first seven states to secede sent delegates to Montgomery, Alabama where they adopted the Confederate Constitution in February 1861. These were South Carolina, Georgia, Florida, Alabama, Mississippi, Louisiana and Texas. They set up the Confederate government in Montgomery.
