The process has never been fully explained in regards to how the characters become Gym Leaders however Bryon mentions in his last episode when he was fighting and arguing with his son Roark that the associates at the Pokémon League had asked him to become a Gym Leader for the Gym in Canalave City however in other instances it's a case of a family owning the Gym like with Mr. Moore and Flannery in Lavaridge Town. Mr. Moore was the original Gym Leader but when he stepped down he handed it to Flannery. It's also the same thing with the Oreburgh Gym. Byron was the original Gym Leader there but when he left to be the Gym Leader in Canalave City, Roark took over the Oreburgh Gym for him.
