Most vets use an injection of Sodium Pentobarbital in a vein. The Humane Society of the US is one of the agencies trying to get all municipal shelters to use Pentobarbital.
Most are put to sleep by being gassed.
Take him to the vet to see if the jaw can be fixed - if it cannot humanely euthanase him.
It could be a genetic deformity or it could be something dreadfully wrong with the fish. Whichever it is I would euthanase it.
About the only way is to keep the dog away from goats. If your dog has already had a meal of goat chances are would be more than happy to do the same again if given the chance. Eating goat would be a normal instinct for a dog just as eating chickens or mice would be. Some dogs have a stronger connection to this natural prey instinct than others and the only thing we can do is to keep the dog from getting into situations where it is tempted.

Myxomatosis cannot be treated, it is a disease which kills painfully and so it is usually kinder to euthanase the animal

This kind of deformity is genetic and is caused by inbreeding. The fish should never be allowed to breed. I personally would destroy (euthanase) it.
It is sick and dying. Remove and euthanase it and if you are half smart you won't ever buy another fish that has been chemically interfered with to make it glow un-naturally.

To my knowedge there is no proven cure for dropsy. Some pet shops carry medications that 'claim' to cure almost every disease and problem including dropsy but I have never heard of them working successfully on dropsy. I would euthanase the fish.
In the case of animals it is considered necessary and is called "euthanasia" and people can be prosecuted for not doing it. It is classed as cruelty not to euthanase an animal in pain and dying. In the case of humans it is not allowed in most countries because of some idiological religious gumph.
We live in the country .No bird santuarays near us .3 babys out of nest when tree came down in wind and we are feeding them meat mostly .Options is to Euthanase them which we dont want to do .Bugger the law ,we are trying to save them !
If it seems that the fish is attempting to swim upwards your fish has a swim bladder problem. Your fish will die from this eventually. Pet stores may well attempt to sell you something to fix this. IMO you would be wasting your money. I would destroy/euthanase the fish.
My belief is that you should probably put the bichon to sleep. Its not fair for the bichon to live like this with cancer. She is old already and its not fair for er to live like that
