(in the US) The Lesislature proposes and passes the law - the Governor signs it into law - the various law enforcement agencies of state and local government are charged with the responsibility of enforcing the law - the state prosecutors are assigned the duty of prosecuting the lawbreakers arrested by law enforcement - and the courts have the duty to try the accused according the law that the Legislature passed.
