The victim's wrists were either tied or nailed to a cross-bar and the ankles were usually nailed to the stem of the cross. While the victim supported his weight on his feet, he could breathe, but if he tired and allowed his weight to hang from his wrists, he found he could not breathe, so that eventually he would raise himself up into the more painful position of resting on the nail through the ankles.
After many hours of suffering, the victim would eventually no longer have the strength to raise himself and would hang from the wrists until suffocated. The three hours that Jesus was supposed to have hung is particularly short, so the evangelists had Pilate express appropriate surprise.
If for any reason, the Romans wished to end the crucifixion, they would break the victim's legs so that he could no longer take his weight on his legs and ankles. This was known to the author of John's Gospel, who described the technique in John 19:32-33.
