It depends on what they're testing. For drug trials, they dose the animals with the drugs and see what happens to them. For cosmetics, generally they're checking to see if it causes skin or eye irritation, so they rub them on the animal's skin or squirt it in their eyes.
If it is harmful to the animals, then no, it's not right to test it on animals. But if it is totally harmless, then it is okay. But I wouldn't say it is 'right'.
