All atoms have electrons in the outer shell. Normally heat or electricity is conducted when an electron in the outer shell of one atom is knocked into the outer shell of another atom. In chaotic situations the inner electrons can become involved and in extremely hot and chaotic that the nucleuses of atoms are knocked together. Then you have a thermonuclear reaction. You have a fusion bomb.
