They make them when inside the egg so they have them at birth.

A turtle's shell is really a hard covering over their ribs. It's a myth that turtles can come out of their shells or that turtles shed their shells when they get bigger and then find new ones. A turtles shell grows along with the turtle.

millions of years ago you couldn't have recognized them because they had no shell because,they were in a safe habitat.now they are not and so the shell starts to grow and now they are protected.
