Other reasons they don't get blocked is because some Supervisors might decide to give them a lot chances, and then the vandal decides to leave WikiAnswers.

Most supervisors who are on the site at any given time are working on specific projects/tasks, in their own categories, or otherwise simply dealing with questions and answers that are not current.
