Wolves in a pack make decisions by the two alphas getting together and making a decision, then it is run through the betas. If the betas decide yes then it is decided, if they decide no then it is up to the deltas. If the deltas decide yes then it's final, if they decide no then it's off to the rest of the pack. If they decide yes it's yes, if they decide no, it's no. If half decide yes, half decide no then it goes to the omegas to decide. What the omegas decide on is final and the last decision but it is only on rare occasions that it is left up to the omegas.

The leader is not always the strongest wolf. He and she could be the more experinced, and oldest. But most of the time, a leader is chosen depending on the pack needs. Or, a leader is also chosen when 2 wolves fight over a female, and when one wins, they mate, and they become the alpha pair.

By scent. Each wolf has a different scent. Rarely a wolf can tell a pack member by a characteristic they have or how they act within the pack. But mostly by their scent.
