they are the swivel points on the front axle, which allow the wheels to turn through an arc allowing the vehicle to turn, they are located at each end of the solid beam axle and the hub assemblies are attached to them.
The hub bearings in a 1998 Z71 can not be repacked. The bearings are part of the hub, and the hub assembly will have to be replaced.

The wheel bearing comes as a complete hub and you have to take the whole hub assembly apart. Best bet is to get a mechanic to do it as its quite a big job if you don't know what you are doing
put chain around the small hub, take something heavy and snatch or a quick jerk on the axle.
Both the front and rear bearings on a 1998 Cavalier are contained in the hub assembly. The rear hub is attached with four bolts, and the front with three.

The front hub assembly Connects all the moving parts to the wheel. The top has a short arm with 2 holes to connect to the bottom of the strut. The steering knuckle of the hub connects to the outer tie rod end. The brake caliper is held to the rotor by the hub assembly. The lower ball joint is connected to the hub. The wheel bearing is pressed into the hub. The old bearing if you are replacing it has to be pressed out of the hub. You can take it to a machine shop and they will change the bearin on a press for you.
I don't think that will work unless you change over to rear disc brakes, the hub should not match.
A sticky brake caliper could do that.
