How do you 'meet' someone?

"Well if you want to meet someone. You just go up to that person and ask if they can hang out sometime, you can start hanging with them, or you can go up to them and introduce yourself." Is that true? What if you want to "Meet" someone. You know, like a bf or gf. I wouldn't know... but you qusetion should be more... in depth about that sort of thing...
