You can't, it's not natural to Pokemon Sapphire. You have to trade Growlithe in from either PokemonFireRed or PokemonLeafGreen after you've completed the Pokemon challenge on both games. *Note: I found a glitch in my Pokemon Sapphire that will allow me to trade with other games (outside the same poke. region) but it totally screwed up my pokedex. It's not supposed to happen so I don't know if I just got lucky. Hope this helps.
