Very carefully. If there is any trace of corrosion, I recommend that you don't attempt it. The lines are very fragile metal lines and breaking one will lead to more work/cost as you will have to replace the lines as well, and they run from the engine to the tank. Its not a very expensive fix. Maybe 40 to 60 dollars at any reasonably priced mechanic shop.

If you do decide to try it, lubricate the nuts at each end with a spray oil. Let it sit and do it again. Make sure your car is off and the key is out so the pump is not running. I know this sounds stupid, but you'd be surprised the things I've seen people do. Pumping fuel all over yourself is a bad idea. Burns the face too.

You'll need special line wrenches. They look like a box/open face wrench hybrid with a hexagon shape. Do not attempt with pliers. Stripping these nuts is a very very bad idea. With a wrench on each nut, wiggle them in short jerks back and fourth to loosen the seize. Don't try to muscle it. You'll be sorry. If they won't budge, re-consider doing it yourself. Once they're moving, unscrew the line from the filter. Do this at both ends. Gasoline will spill, so have a towel or plastic ready. Replace the same way. Make sure they're tight. Anti-seize on the threads isn't a bad idea, but don't slop it on. Remember, these are your fuel lines. Try not to gunk them up. :-)
