It takes awhile. first time you see it is in burned tower. (Ecruteak City) After that, you see it at the top of cianwood city. when you've done that, to the route to the left of mahoghany town, you have to surf and you'll see it. then after beating the elite four, in kanto, you'll see it in the water in vermilion city. then it'll be to the route to the right of fuschia city in the water again. finally, after that, you'll see it at the cape above cerulean city by bill's house.
