If you can't get on, you need to go back to Cerulean City. When you get there, head north to Route 25. At the end of the Route, you'll find a cottage. Help the man in there (who is dressed as a pokemon) and he'll give you a ticket to get on the ship.
I'm pretty sure you have to have Fire Red in your GB slot. Either that or trade. There is no other way of getting it on Pearl.
well gb gbc gba ds?
Answer: You can't get it in Diamond. You can't get it in Diamond or Pearl. You need to catch it in Emerald, Leaf Green, Fire Red, or other GBA games and then migrate Lugia to Diamond/Pearl. Note: You can't migrate a Pokemon from a GB Pokemon game.
No. You need a way to get the Pokemon and you can't get them just out of no where. So therefore, you need a GB game to migrate Pokemon up to your Pokemon DPP game.
No it is on DS.
Pokemon Stadium's GB Tower can only play Pokemon games.

If there are not X Special Defends in that game, it raises Special Attack AND Special Defence. If there are X Special Defends in that game, then it just raises Special Attack.
